There are ways to check at home, without the expense of sending it out.
Master mechanics recommend verifying once a year. If you drop your torque wrench, definitely check it.

The manual is wrong. You are one of the unlucky few who reads a manual. It's the right thing to do, but in this weird instance the manual was incorrect. There are other errors in some of the manuals, like the torque value for the rod bolts, or one says a 2000 is a non-interference engine and does not say that the auxiliary gear has to be timed correctly.

BTW, that should be a 17mm nut originally, Fiats had no 18mm anything from the factory.

You should be able to make a bolt like that with a regular 8mm bolt of the same length and locktite a nut in the middle.

They make a left hand drill bit that you can use with an E-Z out. The left hand bit helps release it while you are drilling on it in reverse. I would use a bottoming tap to clean it out if you hit the threads. Just go slow and easy. The most important thing is to drill in the middle to keep the margine equal so the EZ-out doesn't push one wall of the broken bolt out. Good deep center punch.

The manual is wrong?...what a piece of crap, haha! The dremmel was no good, just couldn't cut deep enough to make a grove. Gonna run to harbor frieght in a bit for some extraction tools.

I must have been wrong about the 17mm bolt.

Late to this thread but FYI, I did the same thing 3 yrs ago. A different manual with nice diagrams said 31 ft-lbs. referring directly to that pivot tensioner bolt. At the time new ones were not available. Got a used one left on a windowsill for me for free from DiFatta Bros. in Baltimore, awfully nice!. I see Auto Ricambi has them for $38.00.
