This is the electrovalve -- part of the emission control system. Unless you live in California or want to keep your car stock it can be removed. I have a 1975 and removed all of that stuff. Easier maintenance and better fuel economy. Here is a breakout of all the related parts in the smog system.

I have a late '73, early '74. My electrovalve comes out of one side of the carb and it appears to go into the intake. I have no idea which way the air is moving. Quick follow up question if I may;
If I can remove it, and I think I can, do I just cap the left over ports or do I need to connect them to eachother?
And once removed, do you know if the wires connected to the manual choke are still needed? I think they operated the valve? If I traced the wires correctly.
Probably a dumb question, but this is all very new to me. Thank you in advance.

I think that's the electrovalve for the high idle device, which is part of the emissions control system but has no impact on performance. Typically they do not function correctly because the wires and switches in the transmission no longer function. Not worth diagnosing or keeping in my humble opinion.

On my car I just removed the electrovalve and capped off the ends.
