That Spider has also shown up in the CL listings of Southern California. I never thought of fuel injection as "rare" and it's hard to believe the statement that it is "all original and rust free" when it's been repainted. One has to ask - If it was so well cared for and "always garaged" why did it need a costly repaint? However, it's appears to be a very nice example with a clean body (no body side molding or luggage rack) and appears to have been kept faithfully original and period correct.

One can't total up all their receipts and claim that such a total is what their car is worth on the open market. The reality is that with out-of-production cars they are only worth what someone will pay for them, regardless of what NADA or KBB says. To get $22K it had better have full documentation and be a concurs winner of a nationally recognized show. There are some REALLY nice comparable Spiders available out there for under $12K - just search CL, Hemmings, and AutoTrader.
