You are correct, that is the idle jet carrier IT IS NOT ADJUSTABLE and should be seated and left alone.
It is very very common for the idle jet to plug. If you have not, I would remove the idle jet behind that gold screw ( it usually comes out w screw/carrier) and clean out the teeny tiny hole, then seat screw tight and leave alone. By loosening that screw, I suspect you are letting some fuel around that jet, which you may need to do if it is plugged.
Yes, that bottom one w nut is idle mix, as you know should be roughly 1.5 turns out if everything else is OK. That one IS adjustable.

Alright, I reseated the idler jet and blowing out the holes. It was said that fuel should not be coming out of the top but there is fuel dropping from the tube at 10 o'clock inside of the circle and when the throttle is increased, fuel is increasingly coming out of the same tube but at a greater amount.
Overall, when idling at 900 rpm, it's still pretty rough.

With Idle jet carrier seated, does idle mix screw make a diff in idle??
Speaking genericly, here is what happens on a LOT of old carbs....
Idle circuit plugs, won't idle
So someone turns up idle speed screw, idles, but poorly
Now throttle plate is open enough that fuel is getting drawn into Venturi thru main circuit, hence what you see dripping.
Did you clean idle jet?? While you have it out, good idea to remove idle mix screw and piss carb cleaner thru whole idle circuit.

Well, I cleaned all the jets, spark plugs and the mixture screw. My ran like a champ for a bit. The plugs were showing black all of the thread but the ceramic point was white as bone. Then out of nowhere it started dying at stop lights. I've read all over the place the trouble shooting for this. When I popped the hood and tried turning her over, a loud pop and spark came out of the carb. Needless to say with all of the fuel lines, I didn't want to try turning over again but after turning the key back to off , a bunch of fuel started dripping into both chambers. Like a lot of fuel. So I pinched then fuel line and checked the float. It was getting stuck so I readjusted that. I tried turning over again. No spark/pop this time but the fuel kept flowing out.
I'm at a lose and actually found a great deal on a dmsa.
Should I just switch these suckers out and move on?
Are these issues describing something more that just the carb adjustment process?
Do I need a hood with a bump to accommodate the new carb?

If fuel running into carb w engine off, you have a simple float issue, either sunk, draggin on side of carb, or something in needle and seat. All is takes is a tiny piece of debris on needle to do this.

Gotcha. I'll clear it up and check the float bracket.
What about the spark/pop in the carb? That didn't seem to be a good thing.

Well, first things first. Stop the fuel spillling into carb.
I still have a stinkin suspicion you idle circuit is plugged, esp if vehicle ran fine for a while. My 72 will plug that jet sometimes twice a day, then run fine for months and months. When jet plugs, instant crap idle, poor accel etc.
