Does oil leak from this bolt?

Would it be common for oil to leak from this stud the red arrow points to?

This thread says the stud goes into the water jacket-

If it's right, then I can look elsewhere for that oil leak.

from the factory , it is a blind hole, it goes nowhere

look directly above the red arrow, there is a oil passage from the block to the head right there, it goes through the head gasket, but they do leak there
