Valve Shim Question

On my exhaust valve #2, I need a shim size that is in between the standard sizes, so should I go a little tight or a little loose?

The Exhaust on #2 is measuring 0.023", acceptable range is 0.019"-0.021", therefore I need a shim that is 0.003" thicker to bring it into the middle of the range. The existing shim is 0.165" (4.20mm). I need a 0.168" but there is only 0.167" or 0.169" (4.25 or 4.30mm).

Go with the thicker shim, .001 is not going to make any difference.
