These are needed by people in higher government because, after all, once you loot the public, take their rights, bleed them dry in endless wars, and lie to them nonstop, eventually you have the majority of the people pissed at you. Of course they try their best to avert this by dumbing everybody down with sports worship, mercury filled vaccines, fluoride in the water, and nonstop propaganda via pop culture and mainstream media. You know, bread and circus!...then the empire collapse.

The drug wheeler-dealers up here used to use those as they were killing each other at a great rate in their "normal" cars(BMW 7 series). Government prohibited their use except by government vip use. Now they are back to killing each other on the street.
