OK, adding to the old post since I couldn't find the suggested part at Pep Boys, and I didn't like the zip tie solution I opted for in the first place. I found 1.5 inch conduit straps at Home Depot, item number 034481069362, that did a pretty good job. They are PVC so they won't hurt the bumper bar. I mounted them around the lower bar. They have 2 holes. I simply put a screw in the lower hole so it's behind the plate. Then I put a screw through the plate and top hole to clamp them onto the bumper and hold the plate. Each strap was $.90, not a bad deal. Here are a few photos:

I hate having to wear a front plate, but it is the law in Colorado.

A little imagination, and a trip to your local Pic and Pull can reap a hole lot of cool stuff. Lots of plate mounts as well as third brake lights.
