That belt should not rub like that and as stated the tensioner bearing is going south.

Also as stated, the tensioner bearing was replaced, and the sound eventually went away.

The car still has a whine to it, all be it not the buzzsaw sound it was. Should I replace the belt again even though it is all but new? Or if it is rubbing is there a way to adjust it without replacement?

My next step was going to be to loosen the t-belt very slightly and see if that fixes it. You might want to pull the alt belt and test before you do that, though, in case it is that. I already tried pulling the alt belt and running it (and it didn't do anything), but you'll probably want to do it again.

I actually did find that the T belt was rubbing against the block, I loosened ever so slightly to reposition it and then tightened down to spec. It doesn't seem to have damaged the belt any but I have a new one on the way just in case. Will test today.
Off topic a bit but still in the engine compartment...did you replace the thermostatic switch for the fan? It looks new.
Anything else you can tell me about the car that we may have not talked about when I bought it would be helpful.

Timing belt whine solved...sound is all gone

Yeah, the switch is new (is it leaking? there was a small coolant puddle on the floor). The thermostat is also new, as are all the coolant hoses except the lower rad hose-- tried and failed to find one that fit, and that hose is still good). The sender for the coolant temp gauge is new, but there is a plug in the head that I couldn't get out for the sender for the coolant temp light. I fixed a bunch of really sketchy engine wiring, too. The guy before me didn't understand how electricity works, I think!

Good luck with the rest! You'll have to bring it by sometime when you've got it done. I'd love to see the car in a good drivable state.

Was rubbing, tension is self managed by the spring and bearing....i tend to think of it similar to a clock.
Wiring is the next beast to tackle as I wait to get a new pan for driver's side rear. Safety first and all that ya know.

I was thinking that the tensioner was old and mucked up, because it was hard to get it to move back to release tension when I changed the belt, and I couldn't get it back very far at all. Well, good that it's solved!

And I fixed the coolant leak, got the electric fan working properly (new relay),plan on doing valves, etc. this weekend while I'm awaiting driver's side rear floor pan.

Yes the leak was temp switch and you got quite a few things right with the car, and I appreciate it every time I read some of the horror stories other guys have about their fiats. Rust is overall minor and she is structurally sound, engine still has enough life to allow me to take my time rebuilding the 1600 and dual webers . Gotta get it right, slow and steady wins the race, hehe.
