I take with this photo someone lowered the car then use these to raise it back up???

Not unsafe but used to help keep car raised up. You would have to look at the end of the springs to see if they were cut.

makes for a really harsh ride and the spring can break where the spacer contacts it

Im pretty sure the part would give before that spring would. I still have a set in my Mustang due to lowering the coils too much. Never broke a spring. I think there would be some law suites if the were that bad. Not the idea fix but a fix on a budget.

I plan on removing them when I rebuild the front end in a few weeks, Thanks everyone.

I've seen those b4. It's a bandaid for weak springs for sure. Definately smart to replace the springs...
