Glad you figured it out... Lucky they weren't rusted to the point of cutting. On my spider every bolt has been removed on the steering and replaced because the steering was modified to accommodate my 4.3 l v6. I forgot about the locking tabs as on my spider I used nyloc nuts with new grade 8 bolts. As two of the bolts hold the steering arms make double sure that every thing is torqued proper and tabs are locking the bolts in place. Last you want happening is the steering arms loosening.

Your front was even dirtier than mine! Looking good so far. If you aren't going to be keeping the big tube bumpers, you can unbolt the bracket mount and get rid of a little bit more clutter. I'm excited to see your final product.
