I'de get it going first, then get it going faster. That said, go to the flu.org website and checkout the links page. There are lots of vendors listed there and they all carry some upgrades. I'm not sure if Mark Allison (SoCalMark) has his link there, but he has afew things as well.

Great and cheap are not used in the same sentence when refering to performance parts. However the cheapest performance thing you can do is to loose weight. The less weight the engine has to bring up to speed the more responsive and faster the car will go. That involves removing the big tube style bumpers, switching from steel wheels to alloy etc..etc..
The soundproofing could be removed to loose a few pounds at the expense of louder cabin noise. Back seat can also go, the list goes on and on, just depends on how stripped down you are willing to go and what you can live with out.
Another cheap solution is to remove the emissions stuff and plug the ports, provided you live in a state that does not require testing, or you can creatively get around it.
A free flow air cleaner is relatively inexpensive, how much performance it will gain is debateable, but it will sound a lot cooler.
A straight pipe to replace the catalytic converter is also relatively inexpensive. Even cheaper if you can make it yourself.
