is this thing stapled to a inner wing part of original fiat 124 or some idiot put it there in between this particular car left the factory and before it got to my yard?

That was a factory thing I'm guessing. When I took the front end off a 72, there was a stapled bit there as well.

that is factory on the early spiders. went away when they went to those stupid plastic inner fenders. It is designed to seal off the area behind the fender and behind the map pocket in the interior.
