There is a white plastic fuel valve in the trunk near the fuel pump with one hose going in the other going out, the car is a 1974 spider. Do I need this plastic valve? Will be taking out all the smog stuff including the air pump.

Re: Plastic fuel valve
Does it look like this?
Short Answer: Yes
Long Answer: It's a valve that allows "make up" atmospheric air to replace the fuel consumed by the engine. Your Spider has a closed fuel system which does not allow gasoline vapors to escape. "Evaporative Emission Controls" were mandated in the USA in the early '70s. These are not to be confused with exhaust emissions (catalysts, air pump, etc.) Evaporative controls have no effect on engine performance.
Some states require that any emission equipment originally installed on the car be present, regardless of the car's age and whether or not the vehicle is subject to tailpipe or treadmill testing. If you are exempt from this requirement (and are willing to forgo eventual sale to such a jurisdiction), you can remove the device. You will then need to provide venting to the fuel tank. or the engine will run for a while, then stall. This venting is easiest to provide by drilling a small hole in the gas cap.
BTW, these valves are NLA, and are very fragile, and are often broken.

Re: Plastic fuel valve
Yes that is what the valve looks like. The top of the valve came unglued and broke on one side.
