OK, Now the Chrome
The body looks great now (see my thread: "After Ten Hours With a Porter Cable Polisher" but the chrome bumpers look very dull. The rear bumpers had decals on them some time in the past which gave them a two-tone effect. You can see dark areas where they were. There are no nicks dings or other flaws in the bumpers. Is there a really good polish or treatment for this? Do I get new ones? What about re-chroming?

I don't know how well it would work for discoloration, but have you tried SOS pads? They worked really well for me on the windshield frame and door handle and other various chrome bits for cleaning and shining.

You can buy chrome polish at auto parts stores, but if it is really faded then it will not bring it back.
Rechroming is expensive, but probably less so than a new set of bumpers. I'd think all the bumpers and overriders would be ~$6-700.

bronze wool (looks like steel wool no steel debris leave behind for rust) works great on chrome. besides bumpers especially good next to painted surfaces. comes in several grades. google homax group bronze wool

I found on mine that the dull spots was where the chrome was worn thru. When i polished it all up, it was a different color and stuck out like a sore thumb.

Rechroming the originals is better than replacing with repos....that is, after you've tried polishing them to no avail.

my cal car was parked at a boardwalk in sana cruse for part of its life
so my tubes are speckled with sea salt spots"a thousand little specks
and will not be perfect,but i can live with it
i just clean and wax them once a year
