I had to use mine last month for the first time because when I got the car back from a shop(not going there any more), when I got home to open the hood there was no tension. I was like oh sh*t! Then I remebered the grey emergency cable and the crisis was avoided. I found the hood cable disconnected from the latch. If you have a look at your car or at your handbook or at your workshop manual, it will show you that they installed just this "safety devise" at the factory.
It is normally a simple loop tied in the end of a piece of grey/gray coloured/colored plastic coated cord, you should find tucked up under the dash above the pedals / behind the column. Assuming that some bozo has not thought 'what's this junk" and cut it out !

Isn't it so often that when we have trouble, it can be traced back to some CRETIN (mechanic or previous owner) meddling with things ? or modifying for no good reason ? I hope you have given them an earfull ! And they probably charged you for the time to uncouple that wire too ???
