I didn't say it would be bad. I think it would be a good thing. If getting a drivers license was as hard as getting a pilots license, there would be far less stupid drivers.

Sorry to hear about your ride. It is amazing how people act on thier phones now. While in the car they are texting and talking. When you are out for a meal with the family some ingnorant guy is talking loudly on the phone because he is in the middle of the restaurant. In line at the supermarket you have to listen to someone talking to someone about the color paint they just picked up. People text you at all hours of the night as you hear your phone vibrate on the nightstand. Kids are texting in classrooms during class.

This texting thing is out of control. if you don't respond to a text within a couple minutes the sender thinks you are being rude... what I'm about to write may ring in the ears of some readers as just dumb. What is the penalty in most states and countries for driving while impared? Same penalty should apply to texting while driving because you are impared at that point.

I see people texting while driving daily. Moms in minvans, kids, police officers and even older folks like myself. These folks are going to learn the hard way. one study estimates that 28% of all accidents now involve texting!

In BC as of July 2010 it is illegal to drive while on the phone(unless hands free) and text. Penalty IF CAUGHT is a fine of $298.00 I believe. If you are in an accident,the phone can be confiscated and checked to see time of last call ect.
The other day on the way to work, there was a fellow sitting on a bench near a 4-way.Closer inspection one would notice he was talking into his lapel... Plainclothes and up the road a bit the uniformed boys and girls had several cars pulled over. Seatbelt and cell phone check.. if caught in a municipality/town , the fines or most of the fine revenue goes back to the municipality. Still going to take a while for some to buy into the fact cell phones are a distraction.
